Zen Master isn't a dev power, it was a disabled ability.
"Dev Powers," which I assume means Admin powers were things like invulnerability, invisibility, terminator bits, disable invisibility (of a player), meatwads (fan favorite), code bombs, Spawn tool (to spawn NPC's).
Those are the Admin powers, and Bay had found (And confirmed) many of them.
Mayhaps that's what you were encountering?

Technically, Terminator Bits aren't admin abilities. They dropped from the rarely seen Terminator override program, so some players actually got some.

Yeah, I was talking about the things people were running around and using with 'sploits, but yeah, you are correct sir.
What was this Terminator override program? Was it part of the Oligarch arc?
The ability to mass produce Terminator bits to use on each floor in the big Datamine building to rapidly gain massive XP...
... was a dev ability... of sorts.
